Assessment Report on Business Environment for Foreign-funded Companies in Zhejiang Province 2025/2026 was released in Hangzhou, Zhejiang province, on September 17.

The report provides a comprehensive review of foreign-invested enterprises’ assessments of policies, services and the innovation climate in Zhejiang, offering an objective basis for upgrading the province”s business environment. 

It shows that overall satisfaction with the province’s foreign-related business environment scored 4.45 out of 5, up 0.22 points from the previous year and above the national score of 4.39 reported by the China Council for the Promotion of International Trade during the same period.

The trade environment, human resources supply, financial services and infrastructure are widely recognized by enterprises.

This year’s report for the first time incorporates enterprises’ firsthand experience of Zhejiang’s efforts to support talent and enterprise growth, improve collaboration across sectors, and deliver policy services.

It adds hot topics such as forms of industry competition and uncertainty over international trade policies, and collects enterprises’ voices and development expectations.

It also provides multi-dimensional profiles by prefecture-level city, source of foreign investment and industry, detailing differences in the demands of various market entities.

In addition to last year’s Chinese-English bilingual edition, German and French editions co-translated and produced by ZICC were added this year and unveiled together with the Chinese and English versions.

Over the past year, the China Council for the Promotion of International Trade Zhejiang Provincial Committee (CCPIT Zhejiang) collected 1,252 valid responses from foreign-invested enterprises across the province. It also held 87 symposiums, conducted 1,071 on-site company visits and 4,358 telephone surveys, and collected 695 comments and requests from businesses.

The survey sample covered all prefecture-level cities in Zhejiang and took into account different investment origins, industry sectors and enterprise sizes. The annual report was compiled on this basis.

According to the report, foreign-invested enterprises maintained a solid operating foundation, strong investment confidence and high overall satisfaction. While taking a cautious view of the external environment, they remained committed to long-term development in Zhejiang.

A representative from CCPIT Zhejiang said that, despite a complex and severe external environment, Zhejiang’s two-way opening-up continued to show resilience.

The report adheres to the perspective of foreign-invested enterprises and presents their firsthand assessments of the province’s business environment.

Based on a comprehensive assessment, Zhejiang’s comprehensive competitive advantages are becoming more prominent, and its capacity to attract, accommodate and retain foreign investment remains solid.

A representative from Zhejiang Daily Press Group said the multilingual release was a joint effort by government departments, businesses, media organizations and research institutions to assess the foreign-related business environment and share the findings internationally.

The Group and ZICC will continue to deepen cooperation with CCPIT Zhejiang and other relevant units on business exchanges and international communication, sharing stories of opportunities and joint development of China and the world. 

At the event, the head of CCPIT Zhejiang’s research team gave a special briefing on the report.

Representatives from the Zhejiang Provincial Department of Commerce, Zhejiang Gongshang University, the Hangzhou office of the Schleswig-Holstein Economic Development and Technology Transfer Corporation, foreign-invested enterprises in Zhejiang and municipal CCPIT committees delivered speeches on improving the foreign-related business environment.

On the same day, ZICC and CCPIT Zhejiang jointly launched the “Opportunity China: in Zhejiang” Global Partners Cooperation Initiative. Since its establishment, ZICC has actively served as an international communication hub, working with CCPIT Zhejiang and municipal CCPIT committees, as well as think tanks, business organizations and foreign-invested enterprises, to build a global partners network.

It integrates its websites, channels, overseas social media accounts and overseas partner media platforms to present China’s economic vitality to the world through more vivid and internationalized expression.

This year, ZICC has launched a series of activities, including Global Makers in Zhejiang and Research Tour on Enterprises, with related reports published in China and overseas.

The event was hosted by CCPIT Zhejiang and Zhejiang Daily Press Group, and co-organized by ZICC and Zhejiang Economic and Information Center.

Nearly 100 representatives from provincial-level departments and relevant units, municipal CCPIT committees, business organizations based in Zhejiang, foreign-invested enterprises in Zhejiang, universities and think tanks, and the media attended.
